Russia accused Ukraine of conducting a “terrorist attack” on civilians in Belgorod. Russia’s Ambassador to the UN said Ukraine used cluster munitions to kill civilians. Local authorities said that Ukraine attacked the city of Belgorod with missiles and rockets, killing over 20 people. Russian Army had said that the strike on Belgorod “will not go unpunished”.
