The 12B section deals with prohibition regarding giving of any grant to a university not declared by the Commission fit to receive such grant. As the UUC has not received the 12B status, it is not eligible for assistance from the Centre or any organization receiving funds from the Central government.
Two major problems are the reasons behind this. These are a shortage of regular faculty members and not having a record of rights (RoR) of the university land. Shortage of teaching and non-teaching staff in the university is a major concern. Presently, the university has only seven regular and 22 guest faculty members, said the official sources.
At least 25 regular faculty members are needed to meet the requirement of clauses of the UGC Act. The university cannot be run with such a small number of human resources, said a teacher at the university.
Sources said the university is yet to get RoR of its land. “The state government has provided 45 acres of land for the permanent campus of the university at Madanpur. It was the responsibility of the university to get the RoR from the revenue department by constantly following up the matter,” said another teacher.
Prasan Kumar Swain, vice-chancellor of UUC, said they have started a recruitment process to appoint 18 regular faculty members. “After the recruitment is over, we will get the required 25 regular faculty members. We are also trying to get the RoR of the university land very soon,” he added.
He said the university has resumed the PhD work. Several requests of scholars for starting PhD works were pending during the last seven years. “We have cleared the files of 75 scholars. They will enrol for PhD coursework and then go for registration to start research work,” he added.
Swain said they are working on making the university eligible to get 12B status from the UGC. To take part in the National Assessment and Accreditation Council (NAAC) assessment, we need to get 12B status, he added.
